Dopewars is based on the 1984 DOS game 'Drug Wars' by John E. Dell.
This game spawned many variants, including this GPL version on Sourceforge.

This version runs on the drunkmen-webserver, powered by PHP/PostgreSQL.

Login is disabled ('too many users') when the number of users who moved from one location to another in 1 minute is larger than 35 (only moves are accounted for, other transactions are not)
Dopewars goes offline hourly for a short time for maintenance.
